Argentina – Harness racing included in new Argentinean regulations

The Chamber of Deputies for the Province of Buenos Aires has unanimously approved an amendment submitted by legislator Fabio Britos, which amends Law 13,253 that regulates the horse racing industry in the province.

The amendment means that trotting is now included in legislation which covers the industry so that funds generated by the Provincial Fund of Gaming can be used to raise additional funds for racetracks in the province of Buenos Aires.

Britos said that horse race trotting in the province currently makes up more than 50 per cent of horse race betting throughout Argentina and that the amendment could lead to a resurgence in the industry.
Britos said: “There are five racetracks in operation and before this change they did not have any type of state support, apart from in some cases from the municipalities where they are located which collaborated in some form or another.”

There are currently 100 people employed by the industry. The new law will, Britos said, lead to more jobs in a wide variety of sectors. “We hope that all these people who were excluded when the horse racing bill was dealt with can be incorporated with the modification. Today they can benefit from the Gaming Fund, which allocates a percentage of all bets from official betting agencies” he said.

Off track betting for the races carried out in the racetracks in the province are available at 55 points of sale while there are 8 points of sale in the capital and and 58 other agencies distributed nationwide. Argentines can also take part in a pools horse race betting game called Turfito. Turfito was first given the go ahead by the Buenos Aires Lottery in 2002 and allows customers to make a bet on horse racing in lottery outlets in the capital. In 2004 the lottery also launched Pingazo which allows customers to bet on the outcome of the races run in the San Isidro and La Plata racetracks in the province of Buenos Aires. There are around 400 Turfito outlets in the capital and around 300 Pingazo electronic sales points based in lottery outlets in the province of Buenos Aires.
