France – FDJ’s lottery sites must be authorised from October

From October 1, French gambling group La Française des Jeux will have to follow the same legislation as the PMU and French casinos, meaning it will have to seek authorisation from the Minister of the Interior for the operation of a point of sale.

The FDJ, which currently has just over 31,000 points of sale equipped with terminals for lottery games and sports betting, records 1,200 openings of new outlets or changes of owners each year. From October 1, all operators will need to go through a formal request to the Ministry of the Interior.

The new law stipulates that ‘where La Française des Jeux authorises private persons to operate lottery gaming machines, its authorisation shall be granted following the assent of the Minister of the Interior.’

‘The opinion of the Minister of the Interior shall be deemed to be favourable if it has not notified the company within two months of the acknowledgment of receipt by the Minister of the complete file necessary for the investigation of the matter,’ the text added. “The checking and surveillance of sports betting registers shall be ensured within their respective spheres of competence by the national police officers in charge of the Racing and Games Police of the Ministry of the Interior and the regional or departmental directors of public finance or their representatives.’
